I'm assuming it'll be in PC Gamer or something like that. My hope would be to have some quest that you have to complete (one that's hard though, not some easy thing, yet not so hard that no one but the elite players can get the mini)

See heres the problem:
Situation in the American/European Servers (AFAIK):
Anet creates minis that lots of people can get through special offers.
Good: Lots of people can get. Fair for most people. Grey Giant, CE pets, Asura, etc.
Bad: Lots of people can get. If lots of people can get it, it aint so special is it?
Situation in Asian servers (AFAIK):
Anet creates limited sets of minis that people can get through special mini-raffles.
Good: Rarer minis. The panda for example. More desirable. More expensive.
Bad: Rarer minis. More expensive. Not everyone has the same chance.
What would you rather have??
Common, cheap, minis for everyone
or
Rare, expensive, minis for a select few?

.....well im sure we can complain about how cool the asian minis are but I think your missing the point.
Very very very few of those asian minis were given. So even if you lived in asia you probably wouldn't have one. The asians probably complain how they pretty much don't get any minis while a lot of people US/Euro get one.
Im just saying that though the asian minis are better they are worse off since most of them get nothing.

Let me answer some questions:- The keys for the miniature will be available at Gen Con in Indianapolis; Comic-Con in San Diego, and PAX in Seattle. That's a pretty good geographical spread. We'd like to visit more gaming shows, however so far those are the ones we're able to attend.
- Having said that, we realize that this is only a tiny percentage of our players! The number of keys sent to Comic-Con and the number set aside for Gen Con is relatively small, about 10% of the total available. We'll have more at PAX because that's ArenaNet's big focus this year, but again, there are more opportunities to get a key outside the shows than within them. (And if you're attending one of those shows, get there early because the key numbers are limited.)
- Don't be so quick to leap to "My country gets left out again" conclusions. As you're aware, the NCsoft Europe office covers a lot of different countries (including, incidentally, Aus and NZ). They are going to do their best to extend their upcoming promotion to as many areas as they can.
- We hope to have information about the NCsoft Europe promotion very soon.
- I've been asked to share something: We know that you're not happy when we have something like a magazine promotion and the magazines in your country don't carry the key. However, if that happens, it's almost never because we didn't try to place the key in your country. It's because no publication in your country agreed to a partnership that would result in them offering the key.
- It would be handy to say "Darn ArenaNet" or "Darn NCsoft" but it's not fair. We do our best -- our PR, marketing, and sales teams work very hard, and contact a large number of publications to try to arrange a partnership for the promotion. Here's the analogy: If a Star Wars figure isn't in your local store, do you blame Kenner? Or do you blame the store for not stocking it?
- We want you to get a key; we want you to benefit from the promotion, but we're only able to offer it when publications are willing to partner with us. Please keep that in mind, and if you want to let your local gaming publication know that you're disappointed that they did not carry the Asura promotion, for example, maybe relaying your thoughts now will have a positive effect on our ability to place our promotions in the future!
So: More information will be provided on North American availability outside the shows and details are yet to come on the NCsoft Europe promotion.

I figured it was Gen-Con Indy since Gen-Con San Diego was cancelled...
I would argue it's not spectacular gerographical distribution though, since two of the events are on the west coast. Would have been better to have a west, central, and east coast event....but whatever.
With this type of giveaway you're not going to get a lot of people showing up...only people in the immediate area or people who were already planning on going. Obviously you can't cover all of the events...so perhaps a better system for the giveaways would be better. You can scream till you lungs go out that there will be other ways to get the minis...people will still complain it's not in THEIR area. What can ya do except do what you're already doing?

No offense intended, but I'll believe it when I see it. Really, I very much doubt it. Simple fact that these promotions are going through cons, and Australia is quite barren on that front.

Loki, read my post, silly! Did I not say a small percentage are going to the cons? 10%? That's nothing!
The majority are going through other means, and NCE has big plans to cover many, many countries through their promotion. I'm not asking you to hold your breath, but the chances are not as barren as you believe.
(Also, the Asura made it to Aus/NZ, right? I know the team was trying to place it there and I am sure I remembered the little guy got to your region of the world. Maybe let that mag know you liked that promotion and that you hope they'll run 'similar promotions in the future.' *hint* )

Actually, you said 10% going to comic con and gen con, not 10% going to cons. My misunderstanding, the news update reads like they are going through cons, and you only mentioned a small amount going to those 2.
